Notice of Intent / RFI

The action considered is a class Justification and Approval (J&A) for Other Than Full and Open Competition, in accordance with FAR 6.302-1(a)(2)(iii) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of the J&A is to ensure that where award of task orders on the vehicle scheduled to subsume expiring task orders does not occur until after December 5, 2015, there will be no unacceptable delay or duplication of costs to the government in continuing A&AS services. To meet this objective, PZIE proposes to extend the ordering period on the ACCESS Basic Contracts by one year to December 5, 2015 and to extend the available period of performance for underlying ACCESS task orders as necessary to meet the start date(s) of new "mandatory use" task orders with source selection processes in progress. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The capability statement must include your approach to achieve an expedited transition period of ten days or less to accomplish an effort that would serve the same purpose as the J&A. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
