NOTICE OF INTENT

The Social Security Administration (SSA) intends to negotiate solely with Snowbound Software Corporation., located 309 Waverley Oaks Road, Waltham, MA, 02452-8460. For software and maintenance under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available..." Snowbound Software Corporation, proprietary RasterMaster software and maintenance are only available from Snowbound Software Corporation, who is the sole source provider of the required software maintenance. Only Snowbound Software Corporation, has access to the source code necessary to provide the required maintenance subscription composed of version upgrades and updates, bugs fixes and patches for Snowbound Software Corporation, proprietary RasterMaster software maintenance for the period of 12 months. Written responses to this Notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. Submissions shall not exceed 5MB. This is not a request for quotation. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. The Government will not notify respondents of the results of the information received. All submissions in response to this notice must be submitted in writing via email to sherrie.williams@ssa.gov no later than 12:00pm noon Tuesday, November 22, 2016. Telephone calls regarding this matter will neither be accepted nor returned.
