The US Section International Boundary and Water Commission is preparing to award a sole-source contract to LB Technology for the continued maintenance, technical support, and operational sustainment of its proprietary GPS Fleet Tracking System. The system, originally deployed under prior contracts with LB Technology, relies on custom hardware and proprietary tools that only this vendor possesses, making replacement of the entire fleet impractical and economically inefficient. The acquisition is being conducted under FAR Part 13 Simplified Acquisition Procedures and justified under FAR 6.302-1, which permits sole-source awards when only one responsible source exists. This notice of intent is not a solicitation and does not initiate a competitive process, but it invites interested parties to demonstrate, with compelling evidence, that competition would benefit the government. All submissions must be sent in writing to Adrian Knights at Adrian.knights@ibwc.gov by 2:00 PM Mountain Standard Time on August 14, 2026, and must include the reference number FY26R3122017. Responses will be reviewed solely to assess whether a competitive procurement should be pursued, and the government retains full discretion to proceed without competition. The contract will be performed in El Paso, Texas, and the applicable NAICS code is 334220.
