Notice of Intent to award a sole source requirement for SOG Assessment Services to Horizon Performance LLC (UEI: K4U8LGLJ2LG1). This proposed contract action is for SOG Assessment Services for which the Government intends to solicit and negotiate with only one source under the authority of RFO FAR 13-106-1(b)(1)(i) – Only One Responsible Source.


Horizon Performance has successfully implemented a turnkey solution for the BORTAC Selection and Certification Course holistic personnel assessment system. The system is fully operationally capable and currently supports BORTAC’s assessment requirements. BORTAC now requires annual software licensing, continued maintenance, technical consultation, and additional configuration or expansion of capability as required under the period of performance.


Horizon Performance is the only source reasonably available to meet this requirement because Horizon Performance developed and currently maintains the customized assessment platform and associated configurations used for the BORTAC Selection and Certification Course. The existing system includes proprietary software, course-specific configurations, assessment structures, reporting tools, and methodology developed for BORTAC’s operational and training environment. Continued annual licensing, maintenance, updates, and technical consultation require access to Horizon Performance’s proprietary software and configuration environment.


Due to the complexity and depth of the assessment system, and the requirement to maintain operational continuity, the provider must be able to:


  • Leverage the existing assessment system currently in use and rapidly integrate BORTAC and BORSTAR values, training concepts, operational concepts, and individual performance attributes within the required period of performance.
  • Provide a holistic personnel assessment system based on sound Industrial/Organizational Psychology-backed science, individual high-performance modeling, and a proven application process.
  • Provide qualified Industrial/Organizational Psychology and subject matter expert consulting applicable to the assessment of individuals as part of an elite organization.
  • Provide a developed Commercial Off-The-Shelf customizable software solution with technical configurations specific to the identified SOG training ecosystems.
  • Maintain, update, and modify the existing proprietary system without disruption to the current BORTAC assessment capability.
  • Integrate BORSTAR requirements into the same assessment framework to ensure compatibility of methodology, data structure, reporting, and longitudinal analysis across SOG programs.

A change to another vendor would require development of a new assessment system, recreation of BORTAC-specific configurations, potential re-baselining of assessment data, additional validation and consulting support, and transition activities. These activities would result in duplicative cost and delay and would not meet the Government’s requirement for continuity of the existing assessment capability during the required period of performance.


BORSTAR’s initial build must be integrated into the existing SOG assessment framework to maintain consistency of methodology, reporting, data structure, and performance analysis across BORTAC and BORSTAR programs. Horizon Performance is the only vendor with the ability to license, maintain, modify, and expand the existing proprietary system to support both BORTAC sustainment and BORSTAR integration within the required timeframe.


Market research did not identify another source with the legal rights or technical ability to license, maintain, modify, or expand the existing Horizon Performance system. Therefore, only Horizon Performance is reasonably available for this requirement under FAR 13.106-1(b)(1).

The Government will consider all capability information received prior to the closing date. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
