The USDA Forest Service’s Umpqua National Forest is issuing a notice of intent to award a Blanket Purchase Agreement (BPA) Call Order under the Land Management Integrated Resources BPA (LMIR) for fungi surveys within the Umpqua National Forest, specifically in the Tiller area of Oregon. This action complies with USDA’s simplified acquisition policies and is restricted exclusively to pre-approved small businesses already enrolled in the LMIR BPA, which is a nationwide, continuous solicitation accessible through SAM.gov under solicitation number 12363N23Q4023. The procurement is set aside entirely for small businesses as defined under FAR 19.5, and only the 185 eligible contractors on the LMIR BPA will receive the call order request via email. The requirement falls under NAICS code 541620, which covers scientific research and development services. The response deadline for the call order is August 12, 2026, and all communications regarding the call order must be directed to sm.fs.lmirbpa@usda.gov, with Jennifer Olson and Anthony Salas serving as the primary and secondary points of contact respectively. The scope of work centers on conducting fungi surveys under strict ecological and scientific protocols, with inspection and acceptance occurring at the field site where specimens are collected and later verified at a designated government repository. Compliance with established standards is critical, including accurate species identification using the NRCS PLANTS database, precise geospatial documentation with legal descriptions and GPS coordinates, and adherence to equipment specifications such as SAE J335(b) mufflers and USDA Forest Service Standard 5100-1a spark arresters. Contractors are also required to follow fire safety regulations during field operations from April 1 to October 31, including having certified fire security personnel on-site when Industrial Fire Precaution Levels reach Level I or higher, maintaining properly marked and equipped fire toolboxes, and being prepared to support suppression efforts if requested. Although no contract value is specified and no formal evaluation factors or detailed pricing structure is provided, the award will be based on the BPA’s existing terms and the contractor’s demonstrated capability to meet the technical and regulatory requirements outlined in the survey protocols. No formal proposals are being solicited through this notice; instead, interested parties must already be on the LMIR BPA or contact the LMIR team to apply for inclusion, as the BPA remains open for continuous qualification.
