Full Description

The Office of Naval Research (ONR) intends to issue a firm fixed price award under the simplified acquisition threshold to a single source since there is only one responsible source and no other supplies or services will satisfy agency requirements. The award is expected to be made on or about September 28, 2012 to CQ Roll Call, Inc. under Contract Number N00014-12-M-0465. The period of performance will have a one-year base period with two one-year options. The prospective contractor shall provide a subscription renewal for online access to its Congressional Quarterly (CQ.com) for news and analysis; legislative tracking, reporting and notification; and committee coverage. ONR intends to award this requirement as a sole source award to CQ Roll Call, Inc. because there are no other known sources that provide a similar service and expertise. The North American Industry Classification System (NAICS) code for this requirement is 519130. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within ten calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
