The Naval War College seeks to award a sole source contract to facilitate the ELOC course designed specifically for Navy Captains at the O-6 pay grade serving on numbered fleet staffs. This course bridges educational gaps between Flag-level training and junior officer programs, providing specialized instruction that integrates operational maritime warfare experience, professional education, and an understanding of regional maritime issues. Delivered at the NWC campus in Newport, Rhode Island, the week-long ELOC course involves resident faculty preparation, teaching materials, and administrative support. The contractor is expected to serve as a senior fellow and support faculty member, bringing required qualifications such as experience as a numbered Fleet Commander and graduate-level teaching competence. The incumbent contractor identified for this unique role is VADM (Ret.) Costello. Under authority permitting non-competitive procurement due to the unique qualifications required and limited capable sources, a Request for Quote was announced with a response deadline of November 25, 2021. The contractor will have access to SECRET-level information relevant to the course, which must be handled per security protocols including proper disposal of classified materials. Services include delivering lectures, briefings, and providing operational insights from a Fleet Commander's perspective on staff challenges in maritime environments. Although categorized as a sole source award under NAICS code 611710, other interested and capable parties were invited to submit proposals for consideration by the deadline; failure to submit would result in the award proceeding to the designated contractor.

The Naval War College has a requirement to facilitate ELOC courses in accordance with the provided statement of work. Under the authority of 10 USC 2304(c) (1) pursuant to FAR 13.106-1(b)(1)(i), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The ELOC course is tailored for an officer in the rank/pay-grade of Navy Captain/O-6 on the numbered fleet staff to bridge educational gaps between courses offered for the Flag level and those offered to officers in the pay-grades of 0-2 through 0-5. The course is taught at the NWC campus in Newport, RI with students assigned TAD for the week-long ELOC. NWC resident faculty members prepare and coordinate the course syllabus, procure teaching materials, and fund administrative expenses. Because the course attendees are senior 0-6s, it is necessary to contract an individual who can serve as a senior fellow and support faculty for the course. The qualifications for this position are unique in that they require a combination of professional education, operational experience in maritime warfare at senior/executive levels, experience as a numbered Fleet Commander, familiarity with the regional maritime issues, an understanding of Naval War College missions and functions, and competence in teaching at the graduate level. Security Guidance The contractor will have access to information up to the SECRET level. This information is contained primarily in classified briefings that the contractor will attend. In facilitating the course, the contractor may further use this classified information in the ELOC classroom at the Naval War College only. The contractor will turn over any classified notes or working papers to the U.S. Naval War College for proper disposal. Services include delivering course content in the form of lectures, briefings and feedback from a Fleet Commanders perspective on the challenges of running an operational commanders staff in a maritime environment. The Contractor identified is VADM (Ret.) Costello. The NAICS code is 611710 and small business size of $16.5M. A Request for Quote is expected to be released on 15 November 2021 with a response date of 25 November 2021 at 10:00 am (EST). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition FAC 2021-07 Effective: September 10, 2021. The NAICS code is 611710 and small business size standard is $16,500,000.00. Although this is a sole source requirement all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency to contact@example.gov no later than 25 November 2021 at 10:00 am (EST). No phone calls please. If no responses are received by the above referenced date/time, a sole source contract will be awarded no later than 25 November 2021.
