The Supervisor of Shipbuilding, Bath, Maine (SSBA) plans to award a sole source contract to Lokring Northeast USA, located in Claymont, Delaware, for the provision of a Pipefitters Toolkit to support U.S. Navy ships. This contract will be awarded using the Federal Acquisition Regulation (FAR) Part 13, which allows simplified acquisition procedures and exempting full and open competition due to specific circumstances such as urgency or exclusive licensing. The contracting officer has determined that only one source is reasonably available for this requirement, justifying the sole source approach under FAR 13.106-1(b)(1)(i). The contract is designated as a total small business set-aside under FAR 19.5 and falls under NAICS code 332216, related to metal valve manufacturing. This notice serves as an official intent to award and is not a solicitation or request for competitive proposals, although interested parties may express their interest or provide product information via email to the designated points of contact at the SSBA. The government retains complete discretion to determine whether to pursue competition based on the information received. The place of contract performance is at Lokring Northeast USA’s facilities in Claymont, Delaware, with administrative coordination handled through the SSBA office in Bath, Maine.
