AI Contract Overview
The U.S. Marine Corps, through the Commanding General at Camp Pendleton, California, intends to award a sole-source contract to Capewell Aerial Systems LLC for the procurement of 182 Crewmember’s Aircraft Safety Belts, Part Number MS16070-21M1, under Simplified Acquisition Procedures authorized by FAR 13. The acquisition is justified under FAR 13.106-1(b)(1)(i) due to the exclusive proprietary rights held by Capewell Aerial Systems LLC, which is the sole manufacturer of this specific safety belt model featuring a redesigned latch with a retaining pin and leather protector to prevent inadvertent release—a critical safety enhancement over prior iterations. The safety belts are intended for use by MALS-16 and MAG-16 Squadrons, with delivery expected in San Diego, California, and final acceptance to be conducted by Government representatives. This procurement is structured as a total small business set-aside and will be awarded without competitive bidding, as the Government has determined that no other source can meet the technical, operational, and licensing requirements tied to this brand-name item. The Notice of Intent, posted on June 23, 2026, solicits expressions of interest from other potential suppliers to confirm the absence of comparable sources, with submittals due by 5:00 PM PST on June 26, 2026, via email to Sgt Yaël Solofonirina. Submissions must include detailed technical and pricing data, but no formal proposal format or page limits are prescribed. The anticipated award date is July 1, 2026, and while shipping is included in the requirement, no specific packaging, marking, preservation, or invoicing methods are detailed in the documentation. The Contracting Officer, Nina A. Kanoa, is the official point of contact for the acquisition, with Sgt Solofonirina serving as the primary liaison for submissions. No pricing, contract value, or financing details are provided, consistent with the simplified nature of the procurement, and no formal contract clauses, inspection procedures, or quality standards beyond the inherent design requirements of the product are listed. All information submitted will be evaluated solely to determine whether a competitive procurement is warranted, with the Government retaining full discretion over the decision to proceed with a sole-source award.
