The U.S. Property & Fiscal Office for Minnesota intends to award a sole-source, firm-fixed-price contract to eVerbatim, Inc. for two EVAS Court Reporting Recording Kits, which are fully integrated systems combining specialized hardware, audio components, and the proprietary Eclipse CAT software developed by Advantage Software. This acquisition is justified under FAR 6.302-1 because eVerbatim is the only responsible source capable of delivering a system that meets the mandatory requirements of AR 27-10, Chapter 25, which mandates the use of Eclipse CAT software for military court reporting under the Uniform Code of Military Justice. Market research confirms that no other supplier can replicate the integrated functionality of the EVAS kits, as Eclipse CAT is exclusively licensed to eVerbatim for U.S. Army use, and alternative systems are incompatible with legal and operational standards. The contract, identified as W912LM-26-Q-A011, is structured as a total small business set-aside, with eVerbatim certified as a small business under SBA guidelines, and is expected to be delivered to Little Falls, Minnesota, where the kits will support courts-martial and other military justice proceedings. The procurement process has been conducted under simplified procedures as authorized by 41 U.S.C. 1901 and FAR 13.501(a), and no competitive solicitation has been issued. Interested parties may submit a statement of capabilities by June 3, 2026, via email to the designated point of contact, but submission does not guarantee a competitive review, and the government retains full discretion to proceed with the sole-source award. The contract includes no publicly disclosed pricing due to redactions, but it is confirmed to be a firm-fixed-price arrangement with no option quantities or ranges specified. Packaging and marking requirements are not explicitly outlined but are expected to align with standard military logistics practices such as MIL-STD-129 and MIL-STD-130 based on the system's operational context. Acceptance is implied to occur upon delivery at the designated performance location, with compliance driven by adherence to AR 27-10 and operational functionality rather than formal inspection criteria. The contracting officer is Eric Ahlgren, with Dan Bart serving as the administrative point of contact for submissions and inquiries.
