The Department of Homeland Security, Immigration and Customs Enforcement, intends to award a sole source contract to SRA International for the NETLEADS information system. This notice is not a request for competitive proposals, but interested parties may submit white papers and past performance data by May 23, 2008, for the government to determine if a competitive procurement is warranted. The requirement falls under NAICS code 541990. All potential contractors must be registered in the Central Contractor Register and comply with online certifications and representations to be eligible for award.

Full Description

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) is synopsizing its intent to award a sole source contract, pursuant to the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, to SRA International for the NETLEADS information system (Law Enforcement Analysis Data System). The NETLEADS system is currently in use by the Systems Development Division (SDD), Office of the Chief Information Officer (OCIO) to perform intelligence and investigative analysis functions in support of the DHS law enforcement mission. SRA International is the sole developer and provider of NETLEADS. NETLEADS provides an integrated common interface for the fusion of all source intelligence and investigations information, and supports DHS priorities for criminal enforcement, border enforcement, and management information and integration. It has been determined that it may be unrealistic for another vendor in the current marketplace to satisfy the requirements considering: (1) the significant customization for DHS, (2) the proprietary and patented nature of NETLEADS and its associated components, and (3) the specialized and subject matter expertise of the personnel requirements. Market research efforts have yielded SRA as the only responsible source, and no other supplies or services will satisfy agency requirements. This notice of intent is NOT a request for competitive proposals and no solicitation is currently available. However, interested parties may identify their interest and capability to respond to the requirement. Responses/proposals received within ten (10) calendar days after date of publication of this synopsis will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. The North American Industry Classification (NAICS) Code is 541990, All Other Professional, Scientific, and Technical Services. All contractors who provide goods/services to DHS must be registered in the Central Contractor Register (CCR). The solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible for award. Interested parties may identify their interest and capability to meet the requirements by submitting literature (white papers), technical data for the item, and past performance data no later than 4:00 p.m. (EST) 23 May 2008 to Stephen J. Yuter, Contract Specialist, DHS/ICE, Office of Acquisition Management, IT Services Branch, 425 I Street, N.W., Room 2208, Washington, D.C. 20536-0001. Questions may be submitted by email to stephen.yuter@dhs.gov.
