NOTICE OF INTENT TO AWARD A SOLE SOURCE Purchase Order The Internal Revenue Service (IRS) intends to award a sole source purchase order to Vertiv Corporation located at: 505 N Cleveland AVE Westerville, Ohio 43082-7130, United States for the acquisition of a Vertiv Spare Parts Kit of a Vertiv Uninterruptible Power Supply System that was installed at the Beckley Finance Center at 110 North Heber Street Beckley, WV 25801. IRS requires the Vertiv UPS spare parts kit if existing parts of the UPS system fail. Only Vertiv replacement parts will work in the Vertiv proprietary UPS system and there are no known resellers of the specific Vertiv Spare Parts Kit. The Spare Parts Kit must be purchased directly from Vertiv. As was previously stated, the Vertiv UPS system is proprietary in nature and only Vertiv parts will work in the system. No other grey market parts will work in the UPS system and an attempt to use grey market parts would void existing warranties and maintenance coverage of the currently installed UPS system. The kit is made up of the following Vertiv Spare Parts: KIT ASSY FAN W HARNESS EXM UPS - Quantity 2 MODULE ASSY BP EXM 480V 200K - Quantity 1 MODULE ASSY PWR EXM 50 KVA - Quantity 1 DISPLAY 9-INCH LCD MODULE - Quantity 1 SD card with basic firmware for GHMI - Quantity 1 FUSE 450A 700V SQ BODY FLUSH - Quantity 6 The purchase will be made using procurement procedures in accordance with Federal Acquisition Regulation (FAR) subpart 13.5- Simplified Procedures for Certain Commercial Products and Commercial Services. As a result, there is no other resource currently available that provides this spare parts kit except for Vertiv Corporation. Therefore, Vertiv Corporation is the only vendor that can provide the requested supplies. For the reason stated above, it was determined that no other vendor would have the capability or experience to fulfill this requirement, leaving Vertiv Corporation as the only responsible option. *This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow IRS to be able to determine if the interested party can perform the requirement described herein. All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 12:00 PM ET on 28 August 2024 to bryan.a.haring@irs.gov, and patricia.e.brown@irs.gov.

Solicitation # 5000230074
Solicitation 5000230074 is a Request for Quote issued by the Internal Revenue Service for the acquisition, integration, maintenance, and support of Commercial Off-The-Shelf tax software products, specifically Tax Analyzer and Income Tax Planner. The requirement includes the provision of enterprise and perpetual licenses, technical support, and the maintenance of the IMS Tax Engine Middleware environment to support the Large Business and International Division and Appeals. The contract is structured as a Firm Fixed Price award with a base period from April 1, 2027, to March 31, 2028, and four subsequent 12-month option periods. Performance may occur at government facilities, contractor facilities, or via remote and hybrid environments. The government will award the contract based on best value using a tradeoff process, where non-price factors are significantly more important than price. Evaluation is prioritized by technical approach, licensing and middleware integration capability, and past performance, with price being the least important factor. Key technical requirements include full IPv6 conformance, Section 508 accessibility compliance, and strict adherence to IRS security guidelines for safeguarding Sensitive but Unclassified data. The contractor must also provide comprehensive training through both face-to-face and virtual sessions. Proposals are due by November 6, 2026, and must be submitted in three separate volumes.
