The Office of Naval Research (ONR) intends to issue a firm fixed price award to a single source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 13 JUL 2011 to Harvard College: Executive Education (CAGE: 1JEC2). The period of performance will be 01 AUG 2011 through 18 NOV 2011. The prospective contractor shall provide all necessary and appropriate personnel, materials, and facilities for one student to participate in the "General Management Program" (GMP-11) at the Harvard Business School. ONR intends to award this requirement as a sole source to Harvard College: Executive Education because it is the only entity with a course that provides the required depth and breadth for the employee's development in mastering new skills and exploring diverse perspectives and leadership styles. Competition is impractical due the restrictive, formal application process to attend the GMP-11 class. The North American Industry Classification System (NAICS) code for this requirement is 611430 with the size standard of $7.0 Million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
