The Naval Information Warfare Center (NIWC) Pacific plans to award a sole source contract modification to Lockheed Martin to increase the ceiling on contract N00039-19-D-0006. This existing cost-plus-fixed-fee contract supports the Department of Navy and other Department of Defense agencies by providing General Service Cross Domain Solution and Radiant Mercury support. The increase, totaling up to $12,028,735, will extend the contract’s funding ceiling while the contract remains valid through September 30, 2029. The procurement will be conducted under a sole source justification, citing that Lockheed Martin is the only responsible source capable of fulfilling the agency’s requirements. This contract action falls under the North American Industry Classification System code 541330 for engineering services and is authorized by 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, which permit non-competitive awards when only one responsible source exists. Although a justification and approval document will be made publicly available in accordance with FAR 6.305, this notice serves only as an intent to award and does not solicit competitive proposals nor limit future acquisition strategies. Questions regarding the modification can be directed to the NIWC Pacific contract specialist Jennifer Iribe.
