The Department of Defense’s Space and Naval Warfare Systems Center Pacific (SSC Pacific) plans to award a sole source contract to Microsoft Corporation for Microsoft Enterprise Services (MES). This award is based on the authority that only Microsoft can provide these specialized services, as they have exclusive access to proprietary source code, tools, and expertise necessary to support complex Microsoft software issues across the DoD’s tactical and non-tactical environments. The contract will cover support services including access to Microsoft technology experts for software lifecycle issues that in-house teams cannot resolve, with support extending to CONUS, OCONUS, and hostile zones. The contract involves high-level security requirements, including Top Secret and SCI access, due to the sensitive nature of the work and the integration of Microsoft products into DoD architecture. The procurement will be conducted under an indefinite delivery/indefinite quantity (IDIQ) format, featuring a one-year base period with four one-year options, and an estimated total value of $1.76 billion. Task orders will be issued for specific projects as needed. The applicable NAICS code is 541511, with a small business size standard of $25.5 million. This sole source action is justified since MES is the only method through which the DoD can obtain direct access to Microsoft developers and source code, ensuring compliance with information assurance requirements and operational readiness. The anticipated contract award date was December 2017, and although this notice is not a request for proposal, other firms could express their capability to fulfill the requirement via the SPAWAR E-Commerce website by April 11, 2017. Questions related to the contract could be directed to the appointed SSC Pacific representatives.
