The U.S. Army Corps of Engineers plans to award a sole source contract to PriceWaterhouseCoopers LLP (PwC) to conduct the financial audit of the Southeastern Federal Power Program's combined financial statements for fiscal year 2008. PwC has been performing annual financial statement audits for USACE since fiscal year 2006, granting them unique, cumulative knowledge and experience with the Corps' financial systems, controls, and processes that no other auditor currently possesses. This specialized understanding forms the basis for the sole source procurement, conducted under Federal Acquisition Regulation guidelines, allowing the contract award without competition due to the uniqueness of the service provider. While this contract is intended to be sole sourced to PwC, other firms that believe they can meet the audit requirements are invited to submit written notifications to the Contracting Officer within 10 days of the announcement, providing sufficient evidence of their capabilities. The Government will evaluate any such responses but retains full discretion to proceed with the award to PwC if no viable competitors emerge. The planned contract is a firm-fixed price agreement, with Nancy Hilleary serving as the point of contact for this procurement.

This is a special notice for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) 8.405-6(b)(1), Only one source is capable of responding due to the uniqueness or specialized nature of the work. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 10 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated, however a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a firm-fixed price contract to PricewaterhouseCoopers, LLP.
