Notice of Intent to Award a Sole-Source Purchase Order: Biospecimen Inventory Processing System (BSI) Subscription and Support

The National Institutes of Health (NIH), National Institute of Environmental Health Sciences (NIEHS) hereby issues this notice of intent in accordance with (IAW) FAR 5.201. NIEHS Office of Acquisitions (OA) intends to negotiate a sole-source, firm-fixed price (FFP) purchase order, pursuant to FAR 13.106(b): Only One Responsible Source and No Other Supplies or Services Satisfy Agency Requirements, to Information Management Services, Inc. (IMS), 3901 Calverton Blvd., Suite 200, Calverton, Maryland, 20705. The resulting procurement of this purchase order will be conducted in accordance with Part 13.5 - Simplified Procedures for Certain Commercial Items and FAR Part 12 - Acquisition of Commercial Items. The NIEHS requires a 12-month Biospecimen Inventory Processing System (BSI) database subscription (including IMS Hosting (< 50K specimens) and up to 50 hrs of BSI Support). The BSI database is a large scale, full service, secure, programmable, multiuser professional biospecimen management system used by the NIEHS to provide a variety of helpful workflow, specimen, inventory, and location tracking services. Information Management Services, Inc. is the sole provider of the BSI System. See the attached Sole Source Justification for additional details. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. However, IAW FAR 5.207(c)16(ii), all responsible sources may submit a capability statement which may be considered by the agency. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in connection with responding to this notice.
