Full Description

The Naval Research Laboratory has a requirement for a research and development services in the field of sonar dome reliability. The attached Statement of Work (SOW) and DD 1423 Contract Data Requirements List (CDRL) describe the research that the Naval Research Laboratory is interested in. Any interested party should reference the attached documents and submit capabilities statements in accordance with those documents. This is neither a request for formal Request for Proposals (RFP) or quotes. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Request for Information (RFI) or NRL's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The US Naval Research Laboratory (NRL) intends to issue a Cost Plus Fixed Fee (CPFF) Research and Development contract to a single source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 10 February 2016 to Leidos Inc., 1710 SAIC Drive, McClean, VA 22101. The period of performance shall be 12 months from date of award with 4 twelve month option periods. The prospective contractor shall provide NRL with Research and Development Services in the field of Sonar Dome Reliability. NRL intends to award this requirement as a sole source to Leidos because they are the only demonstrated provider of the expertise required. The North American Industry Classification System (NAICS) code for this requirement is 541712. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the government point of contact at the e-mail address shown below. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government.
