The 17th Contracting Squadron at Goodfellow AFB, Texas, intends to award a sole-source firm fixed-price contract to KTF Fire Trainer LLC for specialized renovation, component replacement, and system upgrade services on existing fire training systems at the Louis F. Garland Fire Academy. The work encompasses eight distinct CLINs covering material and installation for the Large Frame Aircraft Trainer, Dumpster Fire Trainer, Car Fire Trainer, and Pressure Vessel Fire Trainer, requiring full provision of parts, labor, tools, supplies, supervision, equipment, and materials. KTF Fire Trainer LLC is identified as the original designer, manufacturer, and authorized installer of the proprietary A-500 and O-250 propane-fueled firefighter trainer systems, and is the only entity legally and technically capable of performing the required upgrades due to ownership of the proprietary software, source code, and patented technology. No other vendor possesses the authorization, expertise, or certification to safely maintain or modify these systems without introducing severe life-safety risks to personnel and trainees. The procurement is justified under FAR 6.103-1, citing 10 U.S.C. 3204(a)(1), as no other source can satisfy the agency’s unique requirements. The Government has not set aside this acquisition and it is classified under NAICS code 332311. Although this is not a competitive solicitation, interested parties may submit a statement of capabilities—including detailed part information, proof of manufacturer authorization, and pricing—by 1300 CDT on 9 July 2026, via email to the designated contracting personnel. The Government will evaluate these submissions solely to determine whether future competition is warranted and intends to award the contract by 30 September 2026. All work must be performed on-site at Goodfellow AFB, and the sole source justification, statement of work, and intent letter are attached as supporting documentation.
