Presolicitation Solicitation H92244-17-T-0130 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Naval Special Warfare Command (NSWC), has a requirement for, and proposes to procure by means of other than full and open competition, software maintenance and support, as well as calibration of all applicable instrumentation. NSWC, operates a variety of Bruel & Kjaer (B&K) instrumentation to collect and analyze acoustic, vibration and shock data. The equipment includes but is not limited to, sensors, signal conditioners, and data acquisition instrumentation, in addition to a suite of data analysis software tools to analyze collected data. The support described herein shall be for two years (Base + One (1) Option), for the period 01 August 2017 through 31 July 2019. In accordance with Federal Acquisition Regulation (FAR)13.106-1 (b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available". Due to the proprietary design of the B&K equipment, instrumentation, and software, only B&K can provide the software upgrades, calibration services, depot level repair and maintenance, and technical support necessary to support its use. There are no authorized resellers, distributors, or maintenance providers. The North American Industry Classification System (NAICS) code for this requirement is 811219 with a small business size standard of $20.5M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTES; however all interested parties are invited to submit a statement of technical capability.
