The U.S. Fish and Wildlife Service intends to award a sole-source contract to Northeastern Trawl (NET) Systems for the provision of a midwater trawl, trawl rigging, and trawl doors. This specialized equipment must be matched in size and functionality to the trawl winches and net reel on an existing Service vessel, ensuring compatibility and operational efficiency. The choice of NET Systems is based on their proprietary design of the current midwater trawl net in use, which is crucial for maintaining standardized trawl catches essential to the agency’s specimen assessment program. The trawl doors are also specifically engineered to complement this net design, further underlining the need for consistency across the Service’s fleet. This contract is classified under NAICS code 333618, pertaining to Other Engine Equipment Manufacturing. It is a notice of intent to award under FAR 6.302-1, indicating the procurement cannot be competitively sourced due to the unique capabilities and proprietary design held by NET Systems. There will be no solicitation or request for quotations issued for this requirement, and the notice serves solely as an informational announcement of the planned sole-source award. The government does not commit to reimbursing any costs associated with responses to this notice, and inquiries can be directed to the specified contact at the Fish and Wildlife Service.

NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS Pursuant to FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements, the U.S. Fish and Wildlife Service (Service) intends to award a sole-source contract to Northeastern Trawl (NET) Systems. The procurement is for a midwater trawl, trawl rigging, and trawl doors that must be sized to match the trawl winches and net reel on a current vessel the Service already has in their fleet. Since net design can have a substantial impact on the retention of specimens in the trawl (both by species and size), trawl standardization is fundamental to ensuring comparable trawl catches and is a priority for our assessment program. NET Systems designed and built the midwater trawl net currently in use on the current vessel and their proprietary design has already been completed and is being utilized by the Service. Furthermore, the trawl doors are matched to the engineered net design to ensure net functionality. The Service needs to ensure that the gear conforms to the current vessel¿s system constraints, and to provide standardization across vessel platforms. Classification System (NAICS) is 333618, Other Engine Equipment Manufacturing. This is not a solicitation for quotations, but rather a notice of the Service¿s intent to make a sole-source award to NET Systems. There will be no solicitation issued or available. This notice is for information only. THIS IS NOT A SOLICITATION FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. You may email questions regarding this notice to the issuing office at: contact@example.gov
