The US Army Natick Soldier Center plans to award a sole source contract to Tufpak, Inc. of Ossipee, NH, for the second and final phase of work involving adaptations to commercial machinery used to produce anhydride ration heater bags for Meals, Ready-To-Eat (MREs). This phase, valued at approximately $70,000 over four months, will focus on optimizing the width, stiffness, and strength of the heater bags to enhance manufacturability and operational usability, ultimately enabling more cost-effective production by multiple commercial vendors. The initial phase of this effort, which cost $141,000, laid the groundwork for these improvements. The contract will be awarded without full and open competition because Tufpak is uniquely positioned to perform this work due to their proprietary ownership of the specific film formulation and extrusion technology necessary to meet all military requirements for the Hydrogen-Free Ration Heater (HRH) and its associated heater bags. The uniqueness of this material and manufacturing capability makes Tufpak the only qualified supplier capable of integrating the HRH with the specialized heater bag. The government will consider comments received within five days of the notice’s publication to determine whether to pursue competitive procurement but intends to proceed with this sole source award. The contract falls under NAICS code 326111, and inquiries can be directed to the designated contact at the Natick Soldier Center.
