On a SOLE-SOURCE basis, the U.S. Department of Transportation (DOT's) Acquisition services Division plans to award a contract, purchase order or delivery order to SC-ID, LLC.., for the purchase of SC Logic MC55 Enterprise Digital Assistant system/SC-ID, software subscription, professional services (deployment & training), system hardware and hardware services. The Office of Facility Services makes extensive use of the SC Logic MC55 Enterprise Digital Assistant system and software produced by SC-ID, LLC. The SC Logic MC55 Enterprise Digital Assistant system is part of the Office of Facilities, Information, and Asset Management accountable mail services, for example certified mail, registered mail, express and priority mail as well as barcoding services. SC-ID, LLC., provides an annual maintenance for their software , included in the cost of the subscription. The annual maintenance provides premium technical support, to include updates and upgrades. SC-ID, LLC., also provides Depot Express Hardware service, which is a combination of extended warranty and a loner service. SC Logic will pay for needed repairs and service but also provide loner units to maintain system uptime. USDOT has no other option for purchasing the SC Logic MC55 Enterprise Digital Assistant system and support, because SC-ID, LLC., Inc. is the sole manufacturer for the SC Logic MC55 Enterprise Digital Assistant system and the sole provider of maintenance for their SC Logic software. SC-ID, LLC., is the only available source for these services. Although the Government will continue to evaluate, on an ongoing basis, any interest shown by sources interested in competing for this requirement on subsequent acquisitions, it is not expected that any vendor other than SC-ID, LLC., will be able to provide this system and support. Nevertheless, any entity, other than SC-ID, LLC., which believes they can provide the needed hardware, software maintenance, and support to the Office of Facility Services shall submit a capability statement to Pamala.millbrook @dot.gov no later than 1:00 PM EST on September 30, 2015.
