Notice of Intent to Award a Sole Source Contract - Kirtland AFB Base Supply Services THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." 377 MSG/PK, Kirtland Air Force Base (Albuquerque) NM 87117 requires a bridge contract to succeed contract FA9401-24-C-0022 which expires on 30 September 2025. The anticipated bridge contract will consist of a four (4) month basic period of performance, and four (4) two-month option periods. Award to a new contractor for a bridge contract would impact KAFB's schedules due to the ramp-up time and transition time required by a new contractor to support a short period of base supply services. A bridge contract must be executed to ensure that mission critical base supply logistics support remains in place to sustain Kirtland Air Force Base's mission and the various missions of its mission partners. Loss of base supply services would have a catastrophic impact on all Kirtland AFB organizations resulting in mission failure and potential negative impacts across the Air Force. There is only one contractor (Tunista Logistics Solutions, LLC) who appears to be capable of performing these services on a short-term basis (i.e., bridge contract) with no service interruptions and without added investment and start-up costs. Anticipated contract award is on or about 30 September 2025 with a start date of 01 October 2025. The PSC is R706. The NAICS is 561210 and the size standard is $47 Million. Interested businesses may identify their capability to perform this requirement by submitting a capability statement. Responders must clearly demonstrate in their capability statement that there will be no service interruptions and no added investment and start-up costs associated with award of a bridge contract to any contractor other than the incumbent contractor. Documentation submitted shall not exceed 5 pages and shall be submitted electronically. Submit capability statements electronically by email to heather.shepard.5@us.af.mil and andrew.wiseman.2@us.af.mil no later than 30 July 2025, 1300 Mountain Daylight Time (MDT).

Requesting information for MISHAP ANALYSIS & ANIMATION FACILITY (MAAF) FLIGHT RECORDER DOWNLOAD SOLUTIONS ACQUISITION AND SUSTAINMENT
Solicitation # FA940126Mishap
The Department of the Air Force, specifically the Mishap Analysis and Animation Facility (MAAF), is seeking sources for engineering, acquisition, and sustainment services to develop and maintain hardware and software solutions for aircraft flight recorder download and data decompression. The scope includes creating download capabilities for both undamaged flight recorders and bench-level extracted Circuit Card Assemblies across various solid-state architectures. These solutions must run natively on Red Hat Enterprise Linux or Microsoft Windows and ensure raw data extractions map to OEM-native binary formats for bit-exact transcriptions. The contractor will be responsible for designing and testing standardized interfaces, including chassis, cabling, and drivers, while supporting a wide range of OEMs such as General Electric, Honeywell, and Curtiss-Wright. The contract structure consists of a 12-month base period with four 12-month option periods, with performance occurring at contractor facilities and Kirtland AFB, New Mexico. Key performance standards include maintaining 99 percent operational availability for download stations and providing hardware repairs or driver updates within three business days of notification. Security requirements mandate that all systems operate as stand-alone, air-gapped units with data transferred via physical USB media, and personnel must be cleared to process Controlled Unclassified Information. Under DFARS 252.227-7013/7014, the Government retains unlimited data rights to all software, source code, and technical documentation developed at Government expense. The contractor is also required to independently negotiate Non-Disclosure Agreements with OEMs to obtain proprietary technical data.
