Full Description
1.0 Description of Intent
Army Contracting Command – Rock Island Arsenal (ACC-RIA), intends to establish a sole-source, open-market Basic Ordering Agreement (BOA) under the authority of 10 U.S.C 3204(a)(1), as implemented by FAR 6.302-1 (Only One Reasonable Source…), with Carl Zeiss Industrial Quality Solutions, LLC (Maple Grove, MN).
The proposed BOA will establish a 5-year framework (with a 6-month FAR 52.217-8) extension option) of pre-negotiated terms and pricing to support proprietary Zeiss metrology assets, with a total estimated capacity of $9,000,000.00. The primary NAICS code for this requirement is 811219 (Other Electronic and Precision Equipment Repair and Maintenance).
2.0 Scope of Services
This agreement will provide critical Coordinate Measuring Machine (CMM) and associated proprietary metrology system (e.g., Surfcom) support. The scope covers baseline requirements for Tooele Army Depot (TEAD), McAlester Army Ammunition Plant (McAAP), and Crane Army Ammunition Activity (CAAA), and is structured to allow any other Joint Munitions Command (JMC) or Army Materiel Command (AMC) installation to bilaterally on-ramp their proprietary Zeiss assets.

3.0 Justification for Other Than Full and Open Competition
Carl Zeiss Industrial Quality Solutions, LLC is the Original Equipment Manufacturer (OEM) of the CMMs and Surfcom metrology systems and is the sole proprietary owner of the associated CALYPSO and Surfcom MAP metrology software. Zeiss does not license its software source code, nor does it share it’s proprietary diagnostic algorithms and CAA calibration matrices with third-party vendors. Consequently, only Carl Zeiss Industrial Quality Solutions, LLC or its factory-authorized technicians possess the proprietary data, diagnostic tools, and software keys required to perform these services without corrupting the equipment accuracy map or voiding current system warranties.
4.0 Response Instructions
This is a Notice of Intent and is NOT a Request for Proposals (RFP) or a Request For Quote (RFQ); no solicitation is currently available. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, which shall be considered by the agency.
Any interested vendor who believes they possess the capability and legal proprietary authorization to provide all described services (specifically including proprietary CALYPSO software updates and CAA error-matrix calibration) must submit their response via email to the Contracting Specialist, Dustin Sexton at dustin.p.sexton.civ@army.mil.
Responses are due no later than 1:00pm CST on 23 September 2026 Capability statements are limited to 5 pages.
A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
