The Department of Homeland Security’s U.S. Customs and Border Protection, specifically the U.S. Border Patrol El Paso Sector, intends to award a sole source contract to SalientCRGT (Salient Federal Solutions) for maintenance, refurbishment, and upkeep services of the existing Tunnel Activity Monitoring System (TAMS). This 12-month contract includes providing software updates, server refreshes, cellular data services, help-desk customer support, and limited on-site engineering for the proprietary TAMS. The action follows a previous contract awarded to SalientCRGT for the system’s installation and aims to support the continued operation of this aging but critical system. The procurement will be conducted under the authority allowing non-competitive sourcing due to the unique nature of the services and the proprietary system involved. While this is not an invitation for competitive proposals, other responsible vendors with the capability to perform the work may submit a capability statement or quotation by the specified deadline for consideration. All proposals should be emailed to the contracting officer, Frank S. Duarte, and no phone inquiries will be accepted. The government may decide not to compete the contract based on responses but will only consider submissions to determine if competition is feasible. The contract is supported under NAICS code 334511 and will be performed in El Paso, Texas.
