The Naval Supply Systems Command Fleet Logistics Center San Diego intends to award a sole source firm fixed price contract to Western Detention Hardware Products for the procurement of thirty detention-grade electromechanical locks: fifteen NS406E-07 LHR DDLTCH 32D LESS CYL and fifteen NS402E-07 RHR DDLTCH 32D LESS CYL, to replace failing and end-of-lifecycle hardware on security swinging cell and corridor doors at the Naval Consolidated Brig Miramar in San Diego, California. The requirement is strictly for the purchase and delivery of original equipment manufacturer parts manufactured by Southern Folger Detention Equipment Company, supplied exclusively through an authorized distributor, and must ensure seamless physical and electronic integration with existing infrastructure. No installation services are included, and all items must be delivered within thirty days of contract award, packaged in original factory-sealed OEM packaging, securely shrink-wrapped and banded if palletized, and clearly marked with the contract number, manufacturer name, model number, quantity, and "FRAGILE - ELECTRONIC HARDWARE," accompanied by a detailed packing slip and a one-year manufacturer warranty with documentation provided at delivery. This action is authorized under FAR 13.106 (1) due to the unique proprietary nature of the hardware and the absence of alternative sources capable of providing authentic OEM parts. A capability statement, not to exceed six pages in 10-point font, must be submitted by July 6, 2026, at 3:00 PM Pacific Standard Time via email only to Queen Idele at queen.e.idele.civ@us.navy.mil, and must demonstrate technical and management capability, include cost information, and provide verifiable proof of authorized distributor status for the product. Submissions that merely ask questions will not be considered, and no telephone inquiries or offers will be accepted. The NAICS code is 332510, and the anticipated award date is on or before July 14, 2026.
