The Space and Naval Warfare Systems Center, Pacific plans to award a Cost Plus Fixed Fee contract on a sole source basis to Fischer Custom Communications, Inc. for a period of three years. This indefinite delivery/indefinite quantity contract covers the research, development, engineering, and fabrication of advanced current probes designed for shipboard and other applicable environments. These probes will operate over a broad radio frequency range from Very Low Frequency to Ultra High Frequency by coupling to ship and vehicle structures to function as antennas. Fischer Custom Communications holds key patents relevant to this technology and possesses unique expertise developed through prior SBIR efforts, including proprietary materials and performance knowledge beyond standard industry capabilities. The contract is justified under authority allowing sole source awards when only one responsible source can meet the agency’s requirements, as Fischer Custom Communications retains SBIR data rights and is currently the only firm able to provide these specialized services. The estimated value of the contract is approximately $1.275 million, classified under NAICS code 541330. While this notice is not a solicitation for competitive proposals, responses expressing interest and capability will be considered during a 15-day period following publication. The government retains discretion on whether to pursue competition. The solicitation number associated with this action is N66001-12-R-0124, with the intended contract number N66001-12-D-0124.
