NOTICE OF INTENT TO AWARD SOLE SOURCE: JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION - below the Simplified Acquisition Threshhold. The General Services Administration (GSA) Office of Government-wide Policy (OGP) and the Office of Federal High-Performance Green Buildings (OFHPGB), utilizing Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by (FAR Part 13.501), intends to award a sole source purchase order to E&E Publishing, LLC., Washington, DC, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 511110 -- Newspaper Publishers. E&E Publishing, LLC will be providing annual subscription services for environmental executive online publications. Description: Publication Package consist of: EnergyWire, ClimateWire, E&E Daily, Greenwire and E&ENews PM. Period of Performance: The period of performance shall be comprised of a Base Period and four (4) one-year options. The Base period shall be date of award through 12 months followed consecutively by the four one-year options, if exercised. The actual period of performance dates will be established upon award. For planning purposes, assume an award date of September 9, 2015 - September 8, 2016. Example of period of performance dates: Base Period: September 9, 2015 - September 8, 2016 Option One: September 9, 2016 - September 8, 2017 Option Two: September 9, 2017 - September 8, 2018 Option Three:September 9, 2018 - September 8, 2019 Option Four: September 9, 2019 - September 8, 2020 Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. Deadline date for the submittals is 4 September 2015 at 3 pm, Eastern Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
