The Naval Surface Warfare Center (NSWC), Port Hueneme Division intends to award a single source purchase order under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, to Raveon, Technologies Corporation for the procurement of a VHF Radio Modem with GPS including Software and services to support development of the replacement system. Currently the Self Defense Test Ship (SDTS) tracks test aircraft using GPS software proprietary to Raveon Technologies Corporation. The GPS data is used as truth data for the system under test and for tracking the aircraft for the conduct of the test. The hardware and software being bought will be integrated in to the existing system. The effort is to replace out dated and not supported hardware and software. The output of the data is in a format that is compatible with the existing software and will require little to no modifications. The acquisition of a different modem and software would require the existing software to be modified to accept the different data rates. The different data rates would also impact the usability as truth data for high speed aircraft testing. Requested items are essential in the support of testing events for various missions for the Self Defense Test Ship (SDTS) for NAVSEA-PHD. Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to 10 U.S. C. Section 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement. All expressions of interest received within thirty days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties should contact Contract Specialist Orlando Hernandez, at Orlando.r.hernandez@navy.mil.
