NOTICE OF INTENT TO ISSUE AN AWARD ON A SOLE SOURCE BASIS The United States Department of Agriculture (USDA), Rural Development (RD), Procurement Management Office (PMO) intends to make a soles source award to CoStar Realty Information, Inc.; 1331 L ST NW; Washington DC, 20005-4293 for the commercial purchase of subscription licenses to the CoStar Realty proprietary database of verified commercial real estate and other related transaction information for the purpose of commercial real estate market research and survey. CoStar is a software license for real estate data used for market research and surveys for commercial real estate nationwide. The software license provides web access to the CoStar network and provides the available properties on the market and provides reports and other analytics that can be used to support real property negotiations. CoStar is a global leader in commercial real estate information and analytics. This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the supplies and/or services that will satisfy the Agency requirements. The solicitation number for this requirement is 12C0BZ25C0003. This Notice of Intent is not a request for information, proposals, or quotations. No solicitation documentation exists, and no telephone inquiries will be accepted. No contract award will be made on the basis of RFIs, proposals, or quotations received in response to this notice. This is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services). The Small Business size standard is $32.5M in average annual receipts. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This notice does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response. The Government will be the sole determiner regarding a company's ability to meet all requirements. If no responses are received within three business days after publication of this notice before 12:00 PM ET, to the effect that obtaining services from an alternate source is more advantageous to the Government than obtaining these services through a sole-source contract, then a firm fixed price sole source award will be made to CoStar Realty Information, Inc.
