Full Description

The 673d Contracting Squadron, Joint Base Elmendorf-Richardson, Alaska intends to award a firm fixed price, sole source, Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Chemring Energetic Devices, Inc., 2525 Curtiss Street, Downers Grove, IL 60515-4060, under the authority of FAR 13.106-1(b)(1)(i). The proposed contract action is for the acquisition of maintenance, repair and calibration services for Joint Combined Aircrew System Testers (JCAST) Model 10/20. Due to patented technology and copyrighted software, Chemring Energetic Devices, Inc., as the Original Equipment Manufacturer (OEM), is the only authorized source to perform maintenance, repair, & calibration on JCAST's that are beyond the scope of the local Precision Measurement Equipment Laboratory (PMEL) capabilities per Technical Order 33D2-10-141-1. The statutory authority permitting other than full and open competition for this simplified acquisition is FAR 13.106-1(b)(1)(i). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES AND NO SOLICITATION IS AVAILABLE. The circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement. Interested organizations, who believe they can meet the requirement, may submit their capabilities and qualifications to perform the requirement in writing to kimberly.perry.6@us.af.mil and daniel.swoyer.1@us.af.mil by the response date stated in this notice. A determination by the Government not to compete this proposed effort on a full and open basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No requests for proposals or quotes will be issued based upon this Notice of Intent.
