NOTICE OF INTENT TO AWARD SOLE SOURCE: This is a special notice being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals. The Transportation Security Administration (TSA), Real Estate Management Division (REMD), Direct Leasing Branch (DLB) intends to award a purchase order on the basis of other than full and open competition under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to: CHOICE ENVIRONMENTAL SERVICES, LLC CAGE code 9ZKF3 304 Georgia Road Freehold, New Jersey 07728 The Government has a requirement to repair and maintain dust collection and removal systems for 3 indoor firing ranges at the TSA Training Center in New Jersey. The proposed contract action is for a base year consisting of repair and maintenance of existing Vac-U-Max system, including clean out and removal of hazardous materials within bullet traps. Choice Environmental Services, LLC is the only licensed and capable company to repair and restore the Vac-U-Max systems. Using another vendor would require the purchase of multiple and entirely new systems while incurring duplicative costs since there is an existing system currently in place. Contracting Officers may solicit from one source if it's determined only one source is reasonably available to satisfy agency requirements, as supplemented with additional information in this notice. This notice is not a request for proposals. Interested parties may express interest and capability to respond to the requirement via email (no telephonic inquiries) to Ms. Charlotte M. Carney, Contracting Officer, charlotte.carney1@tsa.dhs.gov, no later than 11 June 2025 at 12:00 PM Eastern Time. Any response should include any history of working on Action Target range target systems or documentation that would authorize your firm to do so. A determination by the Government not to compete this proposed action, based upon responses to this notice, is solely within the discretion of the Government. The Government is NOT responsible for any costs incurred by responding to this Notice.
