Full Description

It is the intent of this agency, 65 CONF Lajes Field AB, Azores to award a sole source contract under the authority of Federal Acquisition Regulation FAR 13.106-1(b)(1). Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award a firm-fixed price sole-source contract to Portugal Telecom Communications, S.A. Rua Andrade Corvo, 6 Lisbon, Portugal. The North American Industry Classification (NAICS) code for this acquisition is 334210 Telephone Apparatus Manufacturing. This is not a request for quotations. The Government plans to award a contract for this requirement within 10 days of this notice. A determination not to compete this requirement is solely within the discretion of the Government. Any responses to this Notice of Intent to Award Sole Source shall be submittied prior to 23 Sep 2013 @ 1000 AM EST. The purpose of this acquisition is to relocate and upgrade legacy Portugal Telecom equipment with minimal disruption of operations. The equipment is used to transport long-haul data from Lajes Field, Azores to CONUS, EU, and all off base sites in the Azores. Portugal Telecom is required to provide Communication Systems Installation Records (CSIR) drawings in MicroStation V8 (dgn) or AutoCad 2000 (dwg) format. The as-built documentation shall also include bay-face layout drawings (Rack Elevation drawings), power drawings/specifications, floor plans and engineering specifications generated in support of the installation of the system. Documentation shall also include equipment listing with serial/model numbers, and manufacturer specifications. The equipment is currently owned and maintained by Portugal Telecom. Portugal Telecom is the only known company that has proprietary rights for installation, design, planning, system set-up, testing, cut-over, and complete documentation of all hardware and software components for the system move. Due to the complexity of the telecommunications system/Proprietary rights Portugal Telecom is the only known vendor that has the capability to successfully complete the relocation and upgrade of this project.
