The Department of Defense's 50th Contracting Squadron intends to award a sole-source modification to extend contract FA2550-02-C-0004 for Civil Engineering Operations and Maintenance Services (CEOMS) at Schriever Air Force Base. The extension will cover a nine-month period from August 1, 2011, through April 30, 2012, with two additional three-month options extending through October 31, 2012. This action is designed to maintain uninterrupted operation, maintenance, repair, and inspection of the base’s real property and installed equipment, including HVAC systems, electrical distribution, water and sewer systems, fire suppression, and associated infrastructure. Services are provided continuously, 24/7, by the incumbent contractor, Aleut Global Solutions, L.L.C., under the existing firm-fixed-price contract terms. The extension allows time to assess the viability of planned hiring and is justified under regulations permitting non-competitive awards when only one responsible source can meet the government’s needs. The original contract was awarded as a competitive, Section 8(a) set-aside in 2002, emphasizing the importance of civil engineering support at Schriever AFB. The extension will follow the same conditions as the existing contract and is critical to prevent service disruptions that could seriously impact government operations. This notice invites no competitive proposals; any responses must demonstrate clear advantages to competition, though the government retains full discretion on whether to proceed competitively. Contractual oversight and inquiries can be directed to the designated contracting officers, with all communications conducted via email.

Notice of Intent to Award a Sole-Source Modification to Extend Contract Period of Performance for Nine (9) Months with Two 3-Month Options: This synopsis provides notification of the 50th Contracting Squadron's intent to award a sole-source modification to extend contract FA2550-02-C-0004, Civil Engineering Operations and Maintenance Services (CEOMS). The period of performance for this extension will be 1 August 2011 through 30 April 2012, with two 3-month options from 1 May 2012 through 31 July 2012 and from 1 August 2012 through 31 October 2012. The purpose of the extension is to allow time to get a determination on whether the planned hiring will be permissible. The extension will be performed by the incumbent contractor, Aleut Global Solutions, L.L.C.; 5540 Tech Center Drive, Suite 104; Colorado Springs, CO 80919. A competitive, Section 8(a) set-aside was awarded on 21 March 2002 for civil engineering operations and maintenance services for the operations facilities at Schriever AFB, to include the associated systems infrastructure. Services include operation, maintenance, repair, incidental construction, test and inspection of all installed Real Property (RP) and Real Property Installed Equipment (RPIE) to include Heating, Ventilation and Air Conditioning Systems, electrical distribution systems, lightning protection, facility water systems, sanitary sewer systems, and solid state uninterrupted power systems (SSUPS). Additionally, the contractor is responsible for fire suppression and standpipe systems for all facilities on Schriever AFB, with the exception of three buildings, and for the vehicle gate entrapment areas. Services are required 24 hours per day, 7 days per week. The extension will be performed under the same terms and conditions as the existing contract. The contract type is firm-fixed-price. The extension will provide for continuation of uninterrupted services to the Schriever AFB operations described above. This extension of services to extend the contract period of performance for 9 months with two 3-months options, is accomplished pursuant to 10 U.S.C. 2304(c)(1) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. Not awarding this extension would cause serious injury to the Government. Any response to this notice must show clear and convincing evidence that competition of the work required during the extension period would be advantageous to the Government. A determination by the Government not to compete this contract extension period, based on this notice, is solely within the discretion of the Government. Written comments or questions regarding this notice must be e-mailed to Mr. Michael Wittkopf at Michael.wittkopf@schriever.af.mil, or Ms. Yvonne Cook at Yvonne.cook@schriever.af.mil.
