The current contract end date is 30 April 2013. An extension option from 01 May 2013 through 31 July 2013 will be exercised; however, an additional 2 months are needed to finalize the hiring of Government employees under RMD 802, and conduct phase-out and phase-in operations. Therefore, a 2-month contract extension from 01 August 2013 through 30 September 2013 is planned. The extension will be performed by the incumbent contractor, Aleut Global Solutions, L.L.C.; 5540 Tech Center Drive, Suite 100; Colorado Springs, CO 80919. This contract provides for civil engineer operations and maintenance services for the operations facilities and associated systems infrastructure at Schriever AFB. The 2-month extension will be performed under the same terms and conditions as the existing contract. The contract type is firm-fixed-price. This extension of services to extend the contract period of performance for 2 months will be accomplished pursuant to 10 U.S.C. 2304(c)(1) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. Not awarding this extension would cause serious injury to the Government. Any response to this notice must show clear and convincing evidence that competition of the work required during the 2-month extension period would be advantageous to the Government. A determination not to compete this contract extension period is solely within the discretion of the Government. Written comments or questions regarding this notice must be e-mailed to Mr. Michael Wittkopf at Michael.wittkopf@schriever.af.mil, or Ms. Yvonne Cook at Yvonne.cook@schriever.af.mil.

Solicitation # USSF-CSO-FY26-2808A
The United States Space Force (USSF) Space Operational Contracting Headquarters has established a Master Commercial Solutions Opening (CSO) under solicitation number USSF-CSO-FY26-2808A to streamline the design, construction, repair, and alteration of base infrastructure. Authorized under 10 U.S.C. § 2808a, this framework utilizes Other Transaction (OT) authority, making all resulting agreements completely exempt from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The Master CSO serves as an umbrella solicitation, with specific project requirements published separately as Areas of Interest (AOIs). All awards must be structured as fixed-price agreements, including firm-fixed-price, fixed-price incentive, or fixed-price award fee structures, while cost-reimbursable agreements are strictly prohibited. The solicitation process employs a phased down-select method to minimize industry costs, consisting of a Phase 1 White Paper, a Phase 2 Oral Pitch, and a Phase 3 Full Commercial Proposal. Evaluation focuses on technical merit, constructability, schedule viability, and fair and reasonable commercial pricing. Selected partners must adhere to commercial industry building codes such as IBC and NEC, and may be required to comply with Unified Facilities Criteria (UFC) and Anti-Terrorism/Force Protection (AT/FP) standards. Payment is managed through a milestone-based system, where fixed-price payments are triggered only upon the verifiable completion of work that has passed inspection. Additionally, contractors must comply with Davis-Bacon Act wage rates and maintain specific insurance coverages, including Professional Liability for design-build projects of at least $2M.
