The Department of Defense's 50th Contracting Squadron intends to award a sole-source modification to extend the existing contract FA2550-02-C-0004 with Aleut Global Solutions, L.L.C., for Civil Engineering Operations and Maintenance Services at Schriever Air Force Base. This extension will cover a seven-month period from August 1, 2010, through February 28, 2011, with an additional five-month option from March 1, 2011, through July 31, 2011. The contract involves comprehensive operations, maintenance, repair, testing, and inspection of installed real property and equipment, including HVAC systems, electrical distribution, fire suppression, water and sewer systems, and other infrastructure critical to base operations. The services are provided continuously, 24/7, ensuring uninterrupted support for the facilities under the terms and conditions of the existing fixed-price incentive firm target contract. This sole-source extension is justified under the authority that only the incumbent contractor can meet the agency’s requirements without disruption, as competition is not deemed advantageous in this case. The extension aims to maintain operational continuity and protect base infrastructure without impact to mission readiness. Interested parties were notified but this is not a solicitation for competitive proposals, with any comments or inquiries directed to the designated contracting officers at Schriever AFB. Failure to grant the extension could cause significant harm to the Government’s operations.

This Notice of Intent is not a request for competitive proposals. Not awarding this extension would cause serious injury to the Government. Any response to this notice must show clear and convincing evidence that competition of the work required during the extension period would be advantageous to the Government. A determination by the Government not to compete this contract extension period, based on this notice, is solely within the discretion of the Government. Written comments or questions regarding this notice must be e-mailed to Michael Wittkopf at Michael.wittkopf@schriever.af.mil.
