The U.S. Food and Drug Administration’s Center for Biologics Evaluation and Research (FDA-CBER) intends to award a sole source, firm-fixed price purchase order to the Southwest Foundation for Biomedical Research (SFBR) for the procurement of four Olive baboon weanlings, aged 10-14 months, unvaccinated and free of Bordetella. These baboons are critical for ongoing pertussis vaccine research being conducted within the Office of Vaccine Research and Review (OVRR), where baboon models are used to study immune responses to Bordetella pertussis infection and vaccination. Since the initial 16 baboons sourced for the study came from SFBR, replacements must match in genetics and exposures to preserve the scientific validity of the research outcomes. Because of this requirement, the acquisition will be conducted as a sole source action under FAR Subpart 13.106-1(b), with no competitive solicitation issued. Interested parties are invited to express their interest by November 30, 2019, but if no responsive statements are received, the FDA will proceed with the award to SFBR. The contract falls under NAICS Code 112990, with a small business size status of $0.75 million. The notice clarifies that while it is not a request for quotations, responses will be considered, and the government retains discretion on whether to pursue full competition. The point of contact for this procurement is Tim Walbert, reachable via email for any communications regarding the solicitation. The performance location is Silver Spring, Maryland, at the FDA-CBER office.

Full Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The U. S. Food and Drug Administration (FDA) intends to award a sole source firm-fixed price purchase order to Southwest Foundation for Biomedical Research (SFBR), 8715 West Military Drive, San Antonio, TX 78227 for four (4) Olive baboon weanlings, 10-14 months of age, unvaccinated, and Bordetella-free. The associated North American Industry Classification System (NAICS) Code is 112990 All Other Animal Production, SB Size status: $.75 million. At the U. S. Food and Drug Administration (FDA) Center for Biologics Evaluation and Research (CBER), research conducted within the Office of Vaccine Research and Review (OVRR), which is tightly associated with its regulatory duties, involves the evaluation of immune responses to B. pertussis infection and vaccination using the baboon model of pertussis. Pertussis is an acute, highly contagious, potentially life-threatening respiratory disease, caused by the Gram-negative bacterium Bordetella pertussis. The underlying factors leading to the failure of public health measures to control pertussis disease using currently licensed vaccines are poorly understood. A more complete understanding of this disease and of the mechanisms of vaccine-mediated protection is a critical public health need. Currently, the baboon model of pertussis developed in the laboratories at FDA-CBER is the only animal model of pertussis that recapitulates the disease as observed in human patients. CBER-OVRR currently requires four replacement (4) Olive baboon weanlings, 10-14 months of age, unvaccinated and Bordetella-free, for an ongoing vaccine study to validate findings and strengthen the current Pertussis model. The 16 baboons initially procured for the study were sourced from SFBR. In order to effectively compare the immunological and pathological outcomes between all of the groups in the study, the replacement baboons must match the genetics and colony exposures of the other twelve animals currently in the study. Baboons obtained from a different colony would destroy the scientific efficacy and integrity of data collected thus far. FDA will solicit and negotiate directly with Southwest Foundation for Biomedical Research and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest in writing on or before November 30, 2019 by 2:00 PM Central Standard Time (CST) in Jefferson, Arkansas, to Tim Walbert via email at timothy.walbert@fda.hhs.gov with the solicitation number FDA_SOL_1222201 referenced in the Subject line. If no responsive statements are received by the time and date stated above, an award will be made to Southwest Foundation for Biomedical Research.

The acquisition is a partial small business set-aside under NAICS code 112990 with a size standard of $2,750,000 and follows commercial acquisition procedures under FAR 12. The contract will support the ATF National Canine Division by providing healthy, well-socialized, altered male or female Labrador retrievers between 12 and 24 months of age, with no silver coloring, no prior exposure to target odors, and exceptional temperament traits including obedience, confidence, strong food drive, and olfactory independence. Canines must be free of behavioral or medical disqualifiers such as fear of loud noises, vehicles, heights, or motion sickness. The contract spans five annual ordering periods from July 28, 2026, through July 27, 2031, with deliveries required at FOB destination to Front Royal, Virginia, and potentially multiple locations. All proposals are evaluated against pass/fail gates for past performance (minimum neutral confidence), technical approach (minimum satisfactory confidence), and cost/price (fair and reasonable), with no weighting assigned. Award is intended for all qualified offerors who meet these thresholds, enabling multiple IDIQ contracts. Pricing must be all-inclusive covering care, training, and transportation. Contractors must implement a Quality Assurance Surveillance Plan and comply with rigorous federal standards including DOJ Order 0904 for PII handling, FISMA, NIST guidelines, FedRAMP, and privacy training for all personnel and subcontractors, with annual verification required. Animal HusbandryThe contract under the title Animal Husbandry is forecasting the management of mice for use in a mouse bioassay to confirm the presence of Clostridium botulinum, a critical procedure for toxicological analysis and public health safety. The work will be performed under the auspices of the Food and Drug Administration, with the North American Industry Classification System code 112990, indicating it falls under Other Animal Production, which encompasses specialized animal care services not covered by standard livestock categories. The contract aims to support FDA's regulatory and laboratory functions by ensuring the proper breeding, handling, and care of laboratory mice required for this specific diagnostic bioassay. The point of contact for program inquiries is the HFP Acquisition Liaison, reachable via hfpacquisitions@fda.hhs.gov, while the Contracting Officer role is currently undetermined. The solicitation is listed as a forecast with no solicitation number assigned, suggesting it is an upcoming opportunity for potential vendors to prepare proposals rather than an active procurement.
