Notice of Intent to Award Sole Source Procurement Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Science and Technology Acquisition Division (S&TAD), intends to issue a sole source contract to University of Southern California'Information Sciences Institute (USC-ISI), by other than full and open competition, in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to provide DHS S&T with the continuation of performing operational procedures, research prototyping and open-source software development processes of the DETER testbed for a period of 12-15 months. This is a special notice only and is NOT a request for competitive proposal or a formal solicitation. The attached document identifies the required activities to operate the testbed and also identifies the requirements for any responses by interested parties. Submissions responding to this special notice must be provided no later than 12:00 PM Eastern Time (ET) on November 23, 2015 to Cathy Collins, Contracting Officer, at catherine.collins@hq.dhs.gov.
