This is a synopsis notice for commercial supplies as prepared in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, there is only one responsible source and no other suppliers or services will satisfy the agency requirements, under the authority of 10 U.S.C. 2304(c)(1). All responsible sources may identify their interest and submit a capability statement or proposal which shall be considered by the agency except that foreign participation is NOT permitted. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the U.S. Air Force. The Government has no obligation to reimburse an interested party for any cost. A determination by the Government not to compete this proposed action, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This noncompetitive contract action taken under the authority of FAR 6.302-1 is justified based on the Government not having complete software or data rights. The U.S. Air Force previously procured the Comprehensive Cost and Requirements System (CCaRS) which is a fielded program/financial management tool used to control requirements and budgets by supporting program budget planning and execution, forecasting, obligation and expenditure tracking. The CCaR software source code and associated technical documentation were developed at private expense and are the intellectual property of Integrated Data Services, Inc (IDS). The current requirement is to provide an infrastructure to allow a future data recovery connection between CCaRS and the Defense Industrial Financial Management System (DIFMS). IDS controls access to the software and is the only contractor capable, qualified and legally able to provide the supplies and services required. CCaRS is owned by IDS, and no other contractor is able to provide the necessary licenses or support. Award to any other vendor would result in unacceptable delays in fulfilling mission requirements and would result in substantial duplication of costs that are not expected to be recovered through competition. The Government intends to award this requirement as a noncompetitive contract action to Integrated Data Services, Inc (IDS) - Cage Code: 1GWD4. The proposed contract will be a Firm-Fixed Price (FFP) service contract with a Period of Performance (PoP) estimated of 18 months from the date of award. This will be accomplished via a sole source contract. Questions and comments should be emailed to the Contracting Office as listed in this announcement.
