The Air Force Life Cycle Management Center's Armament Directorate at Eglin Air Force Base plans to award a sole source contract to Lockheed Martin Missiles and Fire Control for the integration and flight test demonstration of the Subminiature Flight Safety System (SFSS) using the Joint Air-to-Surface Stand-Off Missile (JASSM) as the test platform. This effort aims to develop and qualify a universal, compact, warhead-compatible flight safety system. Lockheed Martin's proprietary knowledge of the JASSM and its extensive experience with weapon safety system integration make it uniquely suited for this project. The contract will support design, development, testing, and certification activities to demonstrate the SFSS's capabilities through laboratory, captive-carry, and flight tests within the JASSM framework, ultimately preparing the system for integration with other weapon platforms. The contract period is expected to last up to 36 months and will be awarded under authority allowing single-source negotiation, although all responsible offerors may submit proposals. An Ombudsman has been appointed to confidentially address concerns from potential contractors, ensuring fairness while preserving the authority of the program manager and contracting officer. Points of contact for programmatic, contracting, and negotiation matters have been designated to facilitate communication. This notice is primarily informational and does not prevent other offerors from responding. The contract activities will be performed at Eglin AFB, Florida, and are classified under NAICS code 541712, relating to research and development in the physical, engineering, and life sciences.

The goal of the SFSS program is to develop and demonstrate a universal, subminiature, warhead compatible, flight safety system. The proposed weapon system, JASSM, has been selected as the test demonstration platform for the SFSS program. The primary purpose of the subject contract is to provide JASSM integration support to the Subminiature Flight Safety System, which is being concurrently developed under a separate contract. By integrating the SFSS into the JASSM, demonstrations can be accomplished to prove out the SFSS design. The overall objective of the subject effort is to complete all activities necessary to design, develop, and qualify an SFSS demonstration unit via ground, captive-carry, and flight test demonstration activity in the JASSM weapon system. The SFSS demonstration unit will be qualified in multiple configurations in a laboratory environment to demonstrate potential SFSS capabilities with other weapons in their flight test environments before being integrated into the JASSM platform. Work to be performed encompasses design, development, test, and flight test associated with weapon system level certification. LMMFC has proprietary knowledge of the JASSM weapon system, which is the only approved weapon system for SFSS demonstration. In addition, LMMFC has extensive integration experience with the full spectrum of technologies associated with integration, qualification, and test of weapon safety systems, and associated telemetry applications. The contract is anticipated to be awarded with an estimated total contract period of performance not to exceed 36 months. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
