The Department of the Navy, Naval Information Warfare Center Pacific, intends to award a noncompetitive, firm-fixed-price purchase order modification to Altair Engineering, Inc. for Hyperworks engineering software. The procurement includes a perpetual license for 45 Altair Units for the Multi-Physics and Mechatronics Package, along with corresponding maintenance and support. This sole-source justification is based on Altair's unique ability to provide comprehensive electromagnetic simulation software that combines physical and geometrical optics with multi-pole method solver functionality, as well as the necessity for backwards compatibility with existing analytic models. The acquisition falls under NAICS code 511210 and is managed by Contract Specialist Benjamin Ossenfort. While the government intends to proceed on a noncompetitive basis to ensure software support and technical continuity, interested parties were invited to demonstrate their capabilities to potentially trigger a competitive procurement process. All inquiries and responses regarding this anticipatory notice were required to be submitted via email by July 16, 2021.

Hyperworks engineering software. Altair is the only software identified that can provide the required comprehensive electromagnetic simulation software application that includes both physical and geometrical optics in conjunction with multiple level multi-pole method solver functionality. Since many of the analytic models at the NIWC PAC model range have been generated using Altair, no other software application could be integrated after the fact with backwards capability to capture the analytics. Currently, the DoD requires that all software used at DoD facilities must be supported.
