The Department of the Air Force, through the 2nd Contracting Squadron at Barksdale Air Force Base, intends to award a firm-fixed-price sole source contract to Johnson Controls Inc. under Simplified Acquisition Procedures in accordance with FAR regulations. The contract involves the replacement and upgrade of existing HVAC system components, including swapping out Metasys TC9100 controllers for CGM4060 models and TC9160 room command modules for NSB8 Metasys NexGen Network Sensor Monitors, totaling 463 units each. It also covers programming and validation testing of these controllers, replacement and upgrading of the ADX Server and Metasys Extended Server software, and system start-up services. The decision to limit competition to Johnson Controls stems from thorough market research showing that only this vendor can meet the government’s technical and operational requirements. Alternative solutions would involve extensive software and hardware replacements with prohibitive costs estimated at $50 million. This notice invites responsible sources to submit capability statements or proposals, which will be reviewed for potential future competitive procurements; however, this is not a solicitation. Firms wishing to contest the sole source award must demonstrate relevant expertise, proper certifications, and a convincing rationale that competition would benefit the government without imposing undue cost or delay. All inquiries and submissions related to this contract should be directed to the contact specialists at the 2nd Contracting Squadron. The contract supports the modernization of critical building management systems essential to base operations.
