The U.S. Government plans to award a sole-source lease to Northwestern Development Company for a strategically critical antenna site in Washington, DC, to ensure uninterrupted operations for the United States Secret Service. The facility is indispensable due to its unique proximity to key national security assets and its essential role in defending the National Capital Region, making relocation impossible without compromising mission-critical situational awareness and airspace protection. The lease is being awarded through other than full and open competition because the location and function of the antenna cannot be replicated elsewhere. The solicitation, numbered 3DC0695, was posted on May 13, 2026, with a response deadline of April 17, 2026, and is managed by the General Services Administration’s Office of Leasing. Performance will occur at a site in Washington, DC, with primary point of contact Cheremie Frisby-Spencer and secondary contact Nicholas Palermo available for inquiries.

The U.S. Government intends to award a succeeding lease using other than full and open competition of an existing lease for the United States Secret Service that is expiring in Washngton, DC.  The United States Secret Service's mission requires enhanced situational awareness and strategic placement of assets (antenna) to ensure unwavering protection of the regional airspace. The facility’s proximity to a number of critical national security assets and role in serving to defend the National Capital Region (NCR), make it absolutely vital in the mission’s capacity to operate without interruption. This is a strategically placed
antenna and cannot be located elsewhere.
