The Arizona Air National Guard's 161st ARW intends to award a sole source, firm-fixed price contract for the procurement and delivery of one aircraft wheel washer to be delivered FOB destination at their facility in Phoenix, Arizona. This action is based on FAR Part 6.302-1, identifying a sole responsible source, StingRay Manufacturing, as the only provider capable of meeting the specific operational and technical requirements. The new wheel washer must directly replace an aging unit, fitting into the existing footprint with seamless plumbing and electrical hookups. It features a proprietary oscillating manifold that thoroughly cleans all wheel surfaces, including baked-on rubber beads, without damage, as well as an integrated grease/water separator allowing bearing cleaning within the same unit. This design addresses space restrictions and low usage volume, providing a comprehensive, all-in-one cleaning solution not available elsewhere. The contract, aligned with NAICS code 333310 and set aside for small businesses under FAR 19.5, will include the delivery of a StingRay model 3032 stainless steel cabineted aircraft wheel washer electrically heated and rated for specific cleaning chemistry. The period of performance is 90 days after receipt of order, and no competitive proposals will be solicited due to the unique nature of the product and sole-source determination. Funding is not currently secured, and no contract will be issued unless funding is made available. Any inquiries must be submitted in writing to the designated government contact; telephone requests will not be honored. The government reserves the sole discretion to determine whether to proceed with award based on responses to this notice.
