THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A BRAND NAME, SINGLE SOURCE AWARD CONTRACT TO AK SUPPLY FOR SOLID OXIDE FUEL CELL GENERATORS AS STATED BELOW. This notice publishes the Government's intent to purchase Brand Name Specific: 16 Ultra AMI P250, Solid Oxide Fuel Cells (SOFC) from AK Supply under the authority of FAR Subpart 13.106(b) Soliciting from a Single Source. The anticipated period of performance is from July 12, 2019 through November 30, 2019. The Chugach National Forest has a need to purchase Ultra-AMI Brand Name equipment to maintain consistency throughout the Alaska Region. All work needs to be performed in Anchorage, Alaska and allow for possible future repairs. AK Supply is a reseller of the Ultra AMI Fuel Cells and are located in Alaska. These fuel cells will power the Forest Service Alaska region communication infrastructure. Maintenance response time is critical. No substitution of item is allowed. Multiple Ultra AMI P250 Solid Oxide Fuel Cells have been in use for over three (3) years at remote radio sites within the Alaska Region. They have a proven performance record and Forest Service technicians have the bench stock (repair parts) and training to be able to install, operate and maintain this fuel cell for operations in Alaska's harsh environment. The need to standardize equipment is largely due to the requirement to fly via helicopter to every site within Alaska at an average cost of several thousands of dollars per trip. Weight within the helicopters is a critical factor due to the size of the helicopter and altitude in which they must operate. Due to these limitations, technicians must be able to use like items (repair parts, filters, etc) at any of the remote sites within Alaska. The Forest Service is aware of no other individual or organization, other than AK Supply that has the capability to provide local support and response time, and carries the product that can meet this requirement. However, any individual or organization who believes that it is capable of providing an equivalent service shall e-mail a capability statement to
contact@example.gov no later than 10:00 a.m. Alaska Time on July 11, 2019. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
