AI Contract Overview

The Broward County's Enterprise Technology Services (ETS) is seeking to identify a sole source provider for SonarQube, a static application security testing (SAST) tool, through a Request for Information (RFI). The purpose of this RFI is to determine whether SonarQube is available exclusively from a single vendor that can meet the County’s specific needs, rather than seeking pricing or a purchase commitment at this stage. SonarQube is intended to be integrated with the County’s existing development tools, such as Microsoft Visual Studio and Team Foundation Server, to enhance application security and quality by enabling developers to quickly identify and remediate vulnerabilities like Cross Site Scripting and SQL Injections in web and mobile applications. Its unique focus on code quality and security, combined with ease of use for developers across multiple programming languages, distinguishes it from other security tools considered by the County. Vendors are invited to submit information demonstrating their ability to supply the SonarQube solution or to contest the sole brand designation if they believe alternative options meet the County’s requirements. The County’s Director of Purchasing will review submissions and determine whether the product qualifies as a sole source, a decision that will be final and not subject to protest. The solicitation remains open until November 27, 2024, with the contract value estimated between $50,000 and $200,000. Interested vendors should upload supporting documentation through the electronic bidding system to assist the County in evaluating the availability and suitability of their offerings.

Request for Information: SonarQube SAST Tool Notice of Intent to Designate Sole Source/Sole Brand: This Request for Information (RFI) Notice of Intent to Designate a Sole Brand is to determine if the specified commodity or service is available from multiple providers, or if an alternate commodity or service is available that would meet the County’s needs. This is not a request for pricing or a purchase commitment. The following commodity or service is thought to be available only as a sole brand and is the only commodity/service that meets the County’s needs: Enterprise Technology Services (ETS) is requesting a sole brand for the acquisition of SonarQube, a static application security testing (SAST) tool. This software will be used by developers to quickly identify and fix security vulnerabilities such as Cross Site Scripting, SQL Injections, etc. in web and mobile applications developed by Broward County. SonarQube integrates with current development and source code management tools used by the County; Microsoft Visual Studio and Team Foundation Server (TFS). This integration increases the County's ability to deliver applications at a faster pace by using automated and continuous software build cycles, monitor and ensure security policy is enforced, making it easier to govern changes over applications and reduce the financial cost to fix issues after production deployment. SonarQube SAST Tool is unique because it focuses on code quality and security. It simplifies the presentation of security issues to developers, so vulnerabilities are easy to understand and fix. Other Application Security Tools reviewed by ETS failed to meet their requirement to implement a tool that is easy for developers to use, and that integrates with the current development environment that supports applications developed in multiple programming languages that include .NET, JavaScript and other mobile application languages. This RFI will remain posted until closing date and time. Prospective Vendors are requested to provide information regarding their ability to provide the commodity or service described or written explanation or other documentation contesting the proposed RFI designation. If you are capable of meeting or exceeding the County’s requirements for the specified commodity or service, respond to this RFI through the electronic bidding system. Vendor should upload any supporting information in the electronic bidding system as part of its response to assist the County in determining if commodity or service is comparable, is available from multiple suppliers, and meets the County’s needs. The Director of Purchasing shall have sole authority in deciding what is comparable. The Director of Purchasing shall consider such submittals and notify all submitting vendors (thru the electronic bidding system) of the decision whether to designate as a Sole Source/Brand, which decision shall not be subject to objection, protest, or appeal.
