The Federal Housing Finance Agency (FHFA) intends to issue a delivery order under an existing Federal Supply Schedule (FSS) contract with West Publishing Corporation that will include open market items for administrative convenience. These items, primarily various USCA 2025 pocket parts for titles and folders spanning different numerical ranges, will not be procured directly through the FSS but included in the order following the guidelines set forth in FAR 8.402(f). This regulation permits the inclusion of open market items on an FSS delivery order if all acquisition requirements—such as publicizing, competition, price fairness, small business considerations, and incorporation of applicable clauses—are adhered to. The items will be clearly identified and properly numbered in accordance with FAR standards. The notice emphasizes that the prices for these open market items will be determined fair and reasonable by the Contracting Officer, Laura Baker, who can be contacted for questions related to this procurement. This action is taken solely for administrative convenience and does not constitute a solicitation or request for quotation. The delivery order will include all required clauses applicable to the open market items, ensuring compliance with federal acquisition regulations while streamlining the procurement process for the FHFA in Washington, DC.
