The Naval Information Warfare Center (NIWC) Pacific plans to modify the existing sole source contract N66001-21-D-0008 with Noblis MSD by increasing the contract ceiling by up to $14,882,578.50. This contract covers engineering, technical, and programmatic services related to networking, communication, computer systems, and information assurance, supporting ongoing operations and future upgrades. The modification will not extend the contract’s performance period, which currently expires on October 7, 2025, as the additional funds are meant only to address urgent needs until a competitive follow-on contract is awarded. This action is being undertaken under the authority that permits negotiation with only one responsible source, based on the assertion that no other suppliers can meet the agency’s requirements. The notice clarifies that it is not a solicitation for competitive proposals, nor does it limit the Government’s ultimate acquisition strategy. Oversight and transparency will be maintained through the posting of the justification and approval document. For inquiries, the designated contract specialist is Christina J. Catabay, who is available for contact via email or phone.
