The Naval Sea Systems Command intends to issue a modification to increase the ceiling on the existing Basic Ordering Agreement (BOA) N00024-07-G-6324 with Science Applications International Corporation (SAIC) to support ongoing services and software maintenance for the Mine Warfare and Environment Decision Library (MEDAL) program. MEDAL, originally a prototype decision support system for the Mine Countermeasures Commander, requires continued development and upgrades. SAIC possesses unique expertise in Mine Warfare Command and Control, including mission planning and risk evaluation, which is not available elsewhere, making the transition to alternative developers impractical. The company also has the capability to integrate MEDAL software with the Global Command and Control system – Maritime baseline to ensure fleet readiness. The total ceiling under the BOA currently stands at $53.8 million, with $52.4 million already obligated as of March 2012. The Navy plans to raise the ceiling by an additional $13.1 million under authority allowing non-competitive procurement. The ordering period ends in August 2012, and although the procurement will be carried out with SAIC as a sole source, interested parties may express their interest or submit proposals within specified timeframes. However, this notice is not a solicitation for competition but rather an indication that the Government will consider any proposals received. Subcontracting opportunities may be available through SAIC.

This serves as “Notice of Intent? of the Naval Sea Systems Command, Program Executive Office Littoral Combat Ship (PEO LCS) to issue a modification to increase the ceiling under Basic Ordering Agreement (BOA) N00024-07-G-6324 with Science Applications International Corporation (SAIC), 1710 SAIC Drive, McLean, VA 22102. This will allow for the ordering of services and software support for the fielded Mine Warfare and Environment Decision Library (MEDAL) program. Orders will be issued pursuit to 10 U.S.C. 2304(c )(1). SAIC is currently under contract for the development of the Mine Warfare and Environment Decision Library (MEDAL). This system was originally a prototype decision support system for the Mine Countermeasures Commander. Due to the Governments demand for software upgrades to the present MEDAL software product baseline maintained and support by SAIC, the cost and time to develop new sources of expertise and transition to alternative software development sources is not feasible. SAIC has developed expertise in Mine Warfare Command and Control that includes mission planning, evaluation, risk and situational awareness, which is not possessed elsewhere in industry. Additionally, SAIC has the expertise to integrate MEDAL software API into Global Command and Control system – Maritime product baseline for verification of the MCMSEG prior to delivery to the fleet. The current overall ceiling is $53.8M and the current cumulative value of orders issued under the Basic Ordering Agreement as of March 2012 is $52.4M. The Navy intends to increase the ceiling by $13.1M under the authority of Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The ordering period under this BOA ends August 2012. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies interested in subcontracting opportunities should contact SAIC directly.
